Working out logistics to evacuate 18K people is not easy.. and that too in war zone.. what if the planes get stuck in cross fire? What if they shoot them assuming they are enemy planes… remember that they use cargo planes for evacuation..  

They have to get assurance from both Russia and Ukraine before they can send any planes and start evacuation.. situation escalated very quickly as the Russian troops reached Kyiv in 2 days and it is around 250 miles or so… no one expected it..
