You can build a pseudo Ukrainian university here in TG with Ukrainian board permission get those staff here ( they would love to come to india at this crisis time) , teach according to Ukrainian syllabus, conduct exams and finally award degree. If you handle it properly it can be done easily

Why would any Ukranian come to india when they all have  blanket visa/ citizenship  to rich western nations with generous housing + monthly allowances ?
