The worst disaster during CBN. regime was not hudhud , it was 2015 chennai-nellore floods . 84 people died in Andhra side according to official figures  , in comparison hudhud had less than 25 casualities

Not a single structure damaged by that event was not repaired by state govt. They just did temporary patchwork with central money

I know from first hand observation how this PR works, 10-15 cameraman always follow around CBN. He will visit some damaged sites and bring some official and blame them for all of this and will give a warning that everything must be repaired in few days

The only problem is the officials are not allotted any money to do works , it's all for TV show.

To give you a small example NH 16 chennai-kolkata road was torn apart near Nellore due to bad design . NHAI was willing to rebuild the road with correct design if state govt is willing to acquire land. TDP govt did not even acquire land for 4 years for the most important road in Andhra
