for assigned school they cannot. They have to provide admission irrespective of when they join. if it is full they have to provide alternate school.

That's what telling naa yiu might miss assigned school and get in alternate school with in same school district

yes but it is only when school is full.. and even it is full they have to accommodate the kid by making arrangements and it might take a week or two. Seen this in my friend's case. 

after covid people spread across and  most of the schools are not getting 100% enrollments. this is the situation of one of the top school district in bay area.

Should not be an issue, cut off date for birthday untadi not for joining school
