I think they just mean "Send the missing documents by paying your own shipping charges" ani.

u can generate prepaid label in their site...we did same

Use your own pre paid label annadu ga just go to fedex and ship , paina ne application number with oci for new born - citizen by birth / which ever applicable raayi

 

also email them a copy

Also it is always better to call vfs customer care i think first 2 mins free ask them how to generate label for missing documents

usally a indian embassy site lo kuda upload cheyyamantaru missing documents vunte

You can generate another pre paid label and send the document. 

This VFS process really sucks. I did ckgs for my passport renewal and their process flow is very good.

Vfs process for passport clear gane vunnay instructions , oci instructions are too confusing and not clear

 

its better to watch youtube videos for oci application , there are step by step process videos in youtube for oci
