TS wanted to join B but wanted H1 to be transferred first. In the meanwhile he doesn't want to reject A as H1 Transfer with B could go sideways.

Suggestion to TS:

I would notify A saying you got a better offer with B. Wait cheyinchi tharvatha cheppatam is not ethical IMO. I did same and this is not uncommon. Cheap ga abaddalu aadatam enduku?
