2007 la congress govt project pelichindi 40,300 crores, from pranahita chevella the storage capacity has been increased from 16tmc to 150 tmc(32k acres of additional land acquired) with 3 additional barrages and taking inflation into account the project was marked complete at 80k crores. 
 

in perspective Polavaram at the same time was estimated to be done in 12 k crores now we are staring at 80k crores with a much reduced capacity

This is my prediction for TG.

Next elections TRS will win with narrow margin and it will be a very unstable govt due to Kachra's health issues or probable demise. Its will all be a BJP show in TG later on. It will become another KA.

The project itself is not 100% scrap. Thats my point. The cost benefit analysis assess chesthe it is not a successful project as it was touted to be

It surely has many downsides. Its does not seem like good investment based on what you detailed here. 

All contracts in India are like this 20-40% commision must be paid. Ikkada congress , TDP , bjp , trs  ycp  emi Theda ledhu 

The biggest failure of kaleswaram project is the farmers who benefited from it are still growing rice which is not in demand and state govt is spending extra amount buying ris which no one wants
