Therr is a theory bro that spill over visa will be allocated to India only in last quarter or assessing the demand of ROW

These lawyers are saying all the SO should be coming to india as that is most back logged country according INA law which is correct we have to see so there is always confusion how uscis is allowed acting numbers

by law person applying for AOS should have a visa available anta (not at time of adjudication) , but that would mean USCIS should invite you to apply AOS not the other way around. current numbers ki impractical kada to implement. Don't think they would have anticipated the India situation when they wrote the law.
