Friend was here in USA around 2016- 2019 on H1 from company A - (MNC). he had 2 more years of H1 left but left to India. no GC filed.

 

now after 1.5 years of H1 expiration and 3.5 years after leaving to india. can company B(Desi shop) apply to renew and transfer his H1 Visa?
