How Retrieve India what’s app number without OTP ?

Hi, my In-law who is currently in US he unfortunately deleted his what’s app account and when he tried to install back it is asking for OTP… and with No Indian signal(BSNL signal) out here he cannot receive OTP, how can he retrieve his what’s app back?

short term internatoinal roaming package emanna undi emo chudu BSNL ki , you can activate that and get the OTP SMS / Call.

This is the only option
