there are no secrets. One chinese doctor admitted at a conference in the west that he did in fact edit genes for the fetus of woman who suffering from a HIV, so her future kid won't contract it. He was jailed for it.

scientific progress is not a top down directed effort by the govt. Its not like building huge roads, and bridges which any dumbfcuk govt can do, if it agrees to take the debt burden.

Chinese govt is equally scared of those that conduct these researches as the west is.

personally I think gene editing should be allowed so scientists can create an ecosystem where they can test results of their research. otherwise random docs performing these offbeat experiments won't even have a platform to share their results, because they'll be imprisoned if they announce their experiments to the world. this is much more harmful than simply allowing them to do this research.
