Its an average. Some can be more than 6 some lower than 5 if the same state where people in vizag if their avg height is more than 5:10 comapred to ananthour/kadapa (assume its 5) then avg will be less..

my father used to have start health insurence...now health insurance is providing as part of retirement benefits (with minimal pay)...
