Her next kin (Mother) can sue the police department and she will get a major windfall. Mother should reach out to local Indian or Telugu associations to get help to file a case.

Cops have Unions and they will protect cops at any cost. It will be very hard to charge a cop and even if they charge it will be hard to get the conviction.

TANA should be able to help. They may be able to find a lawyer on contingency basis. Some Indian attorney may even be a volunteer.

Mother will sure get a mega windfall if she sues.
