Problem is like many things in our constitution and law it's very vague. I don't think they anticipated the scenario where one guy can change the capital as he wishes. If this is allowed(probably will be allowed by SC as there is nothing written that says a state can't do this) then what is the guarantee that next govt will not again rollback this decision.
