one person can submit the documents 

make sure photos are as per standard, better to take them infront of photos studio near embassy

If its same appointment, one person is enough. If its different appointments, I believe anybody can drop off. 
 

hyd and mumbai taking much longer. Hyd changing the embassy.

i dropped of h1 plus h4 in one appointment in chennai. Received passports back in 2weeks
