what is spring boot...? its opinionated framework...like your controller like this, your model like  or you JPA like this...with bunch of annotations...

but if you are free to create your own framework..using just spring libraries..how it will be...

 

similarly...angular framework (old..i dont know how is new angular.js) is opinionated framework..it has everything...all you have to do is know the framework...and just play in that ground...

but coming to react...its library...initially..(few years back..) to setup a project in react was difficult..like you need to know end to end..and every project setup was unique to each other...every one has their own opinion....(there was no enough boilerplates also...)..but now a days...some one introduced react-scripts...it made lot of new react codes life easier...

There is a reason for it. Every one who wants to learn at front-end tech creates a react app and this package download gets counted towards it. Where as coming to angular you need to have a medium level Javascript and Typescript expertise. Angular has everything out of box where as react you have keeping on adding packages to create an enterprise level application.

If you want dynamic behaviors, interactivity and a great UX on your web pages, you need JavaScript.

Just imagine this forum without JS and full-page refreshes for each action   There will be way too many things missing here without JS.
