Need Help.. Urgent

First of all for lengthy post. My cousin's family lives in Venkatagiri. One guy took a loan  from my cousin and threatening whenever my cousin asks for the money and abusing my cousin's wife with bad words. My cousin doesnt know anyone there. By nature, he is very quiet person. He stopped thinking or asking about the money. Recently this harassment turned very bad, where this guy ended up sitting infront of their house and scolding and trying to threaten my cousin's school going kids, and abusing bad words towards his wife. My cousin took a video of all this non sense, and complained in local police station, where the other guy has more influence since he is local , my cousin not getting much of any help. with some of his colleagues help my cousin tried to reach local leader, there also not getting any more help to resolve this issue. My cousin's wife called me this morning and I felt  for them. The guy unnecessarily harassing this women also. He went to the police station and told the police that she is a prostitute and she has multiple affairs etc etc, my cousin's wife attempted suicide. I feel very bad for them. Does anyone know what to do in this case. As I'm here I do not have any contacts in india except my family. Posting here thinking they would get any help or suggestions.
