That is the problem , this organization pay for lobbyist , not to the senator or congressman 

you need to donate for their election fund , or choice of their funds what ever the senator or congressman is supporting 

 

all the money collected by them will be eaten by lobbyist , IV and and co 

so there is no incentive for the congressman to act upon 

if the donations came purely from citizens , lot of immigration can be solved with minimal effort
