but initiative started in 2015...and andhra telangana bifurcation was freshly done...

andhra needs capital...so is this smart city is also capital city...? is there any additional support to ANDHRA apart from part of the mission...(which is every state got more or less as part of this...)

see amaravathi got funds during 2018-2019 only...after that govt changed...

So @Spartan that means...Andhra got 1800 as part of the National Smart Cities mission....

but ghuarath got 1800 (6 smart cities) and 3000 crores of investment through NICDC...

Amaravati, no longer a city, leave alone smart city

Going by the tangible development works, it appears that it's not a development agenda, but the politics rules the roost in both the Telugu states. The AP government had literally abandoned Amaravati smart city project when it decided to shift the capital to Visakhapatnam after YSR Congress Party came to power with an astounding 151/175 majority in 2019.

Amaravati was the choice of the previous TDP government as the capital for which none other than the Prime Minister Narendra Modi laid the foundation stone in October 2015. After it was included in the Centre's Smart Cities Mission in 2017, the state government formed Amaravati Smart & Sustainable City Corporation Limited (ASSCCL) as stipulated under the mission to set up a special purpose vehicle.

Amravati was envisioned to be India's happiest city, an inclusive people's capital built on a greenfield basis which is economically vibrant and sustaining, equipped with world class social and physical infrastructure to create unparalleled opportunities. Strategic areas had been identified to make the city an economic powerhouse -- to give it world class infrastructure and connectivity; to make it green, clean, resource efficient; and to give quality of life to all and bring financial sustainability leveraging technology.

All that remained a disrupted dream now. Heaps of abandoned construction materials, half constructed mega buildings, unattended pathways and a deserted town..this is what is Amaravati smart city today. Interestingly, of the 100 smart cities across the country, Amaravati had utilised the maximum amount of money granted to it under the Smart Cities Mission in 2019.

According to the MoHUA statistics, Amaravati has been ranked first after the authorities submitted utilisation certificates for Rs 473 crore out of the sanctioned Rs 496 crore.

However, despite the high utilisation of funds, Amaravati's overall rank witnessed a decline and slipped from the 10th place in February 2019 to 19th in January 2020. Now, where it stands only the MoHUA knows.

When contacted for updates on the smart city projects in Amaravati, IAS officer Dr. P. Lakshmi Narasimham, MD & CEO, ASSCCL, said the works were put on hold due to the outbreak of Coronavirus early 2020. "We will resume the projects once the situation comes under control," he said.

Strangely, the website of ASSCCL shows that Rs 270 crore was spent on City Smart Duct Project (power, fiber, city gas) phase-1 for Amaravati where hardly any people reside now. The City Smart Duct project includes the design, investigation and construction of approx. 700 km of underground power and ICT ducts for the area-based development. The underground cabling for transmissions and distribution of power would avoid bare power line proximity accidents, the website explains.

Another Rs 165 crore was spent on the Amaravati Integrated Command Control Center, which is an unfinished building within the erstwhile APCRDA project office.

The CEO was reluctant to speak in detail about these striking anomalies between projects and the volumes of funds spent.

Union Minister of State for Finance Pankaj Chaudhary has asserted that the Central government has extended a special package in lieu of the Special Category Status (SCS) to Andhra Pradesh. 

Replying to an unstarred question raised by YSRCP MP V. Vijaya Sai Reddy in the Rajya Sabha on Tuesday, the Minister said Chief Minister Y.S. Jagan Mohan Reddy had requested and reiterated for granting the SCS to Andhra Pradesh in recently held NITI Aayog meeting. 

Mr. Chaudhary said the Union Government was being committed to support the development of the successor State of Andhra Pradesh.

Keeping in mind the obligation emanating from the Andhra Pradesh Reorganisation Act, 2014; the recommendations of the Finance Commissions; the report dated December 1, 2015 of Vice Chairman, NITI Aayog, on ‘Developmental support to the successor State of Andhra Pradesh under Andhra Pradesh Reorganisation Act, 2014’ and the request of the successor State of Andhra Pradesh, the Special Assistance Measure to the successor State of Andhra Pradesh was extended. 

 

The special assistance measure would make up for the additional Central share the State might have received during 2015-16 to 2019-20, if the funding of Centrally Sponsored Schemes (CSS) would have been shared at the ratio of 90:10 between the Centre and the State. 

The Special assistance would be provided by way of repayment of loan and interest for the Externally Aided Project (EAPs) signed and disbursed during 2015-16 to 2019-20 by the State. 

An amount of ₹19,846.199 crore under the Andhra Pradesh Reorganisation Act, 2014 had been released by the Department of Expenditure, Ministry of Finance, to Andhra Pradesh, he said. 

Revenue deficit

Further, as per the recommendations of the respective Finance Commissions, Revenue Deficit Grant of ₹22,112 crore for 2015-20 and ₹5,897 crore for 2020-21 had been released to Andhra Pradesh, he said. The SCS for plan assistance was granted, in the past, by the National Development Council (NDC) to States that were characterised by a number of features necessitating special consideration. The features included hilly and difficult terrain, low population density and/or sizeable share of tribal population and strategic location along borders with neighbouring countries. Also, economic and infrastructural backwardness and non-viable nature of State finances were other criteria. The decision was based on an integrated consideration of all the factors listed above and the peculiar situation of the State, he explained.
