Union Minister of State for Finance Pankaj Chaudhary has asserted that the Central government has extended a special package in lieu of the Special Category Status (SCS) to Andhra Pradesh. 

Replying to an unstarred question raised by YSRCP MP V. Vijaya Sai Reddy in the Rajya Sabha on Tuesday, the Minister said Chief Minister Y.S. Jagan Mohan Reddy had requested and reiterated for granting the SCS to Andhra Pradesh in recently held NITI Aayog meeting. 

Mr. Chaudhary said the Union Government was being committed to support the development of the successor State of Andhra Pradesh.

Keeping in mind the obligation emanating from the Andhra Pradesh Reorganisation Act, 2014; the recommendations of the Finance Commissions; the report dated December 1, 2015 of Vice Chairman, NITI Aayog, on ‘Developmental support to the successor State of Andhra Pradesh under Andhra Pradesh Reorganisation Act, 2014’ and the request of the successor State of Andhra Pradesh, the Special Assistance Measure to the successor State of Andhra Pradesh was extended. 

 

The special assistance measure would make up for the additional Central share the State might have received during 2015-16 to 2019-20, if the funding of Centrally Sponsored Schemes (CSS) would have been shared at the ratio of 90:10 between the Centre and the State. 

The Special assistance would be provided by way of repayment of loan and interest for the Externally Aided Project (EAPs) signed and disbursed during 2015-16 to 2019-20 by the State. 

An amount of ₹19,846.199 crore under the Andhra Pradesh Reorganisation Act, 2014 had been released by the Department of Expenditure, Ministry of Finance, to Andhra Pradesh, he said. 

Revenue deficit

Further, as per the recommendations of the respective Finance Commissions, Revenue Deficit Grant of ₹22,112 crore for 2015-20 and ₹5,897 crore for 2020-21 had been released to Andhra Pradesh, he said. The SCS for plan assistance was granted, in the past, by the National Development Council (NDC) to States that were characterised by a number of features necessitating special consideration. The features included hilly and difficult terrain, low population density and/or sizeable share of tribal population and strategic location along borders with neighbouring countries. Also, economic and infrastructural backwardness and non-viable nature of State finances were other criteria. The decision was based on an integrated consideration of all the factors listed above and the peculiar situation of the State, he explained.

Yupe. 2016 loney. Assembly lo theermanam kooda chesadu. He himself told ap govt more benefits with package compared to SS. He himself said he will put people behind bars if they ss. You can find million videos of them. But problem is these brainwashed folks will say they are morphed

The Andhra Pradesh government has reacted to reports about a review meeting held on March 2 by Vice President Venkaiah Naidu on purchase of paddy in the state. Ministers Kurasala Kannababu, Kodali Venkateswara Rao and Poluboyina Anil Kumar in a letter addressed to Mr Naidu said they have come to know through the media that the issue was also discussed with the Union Minister for Agriculture and Food Processing.

"We are very happy about the special concern you have over Telugu farmers and Telugu people. We profusely thank you for the special interest you have been showing for the development of Andhra Pradesh ever since you became the Vice President in August 2017," says the letter.

They said that paddy procurement and payments, however, happen to be a state subject and sought the Vice President's help to get dues from the centre in this context.

 

 

 

The ministers say the YS Jagan Mohan Reddy government has been giving farmers more amount than the Minimum Support Price (MSP) fixed by the centre for the produce "which is not in vogue in any other state".

"Paying  13,500 annually to farmers under Rythu Bharosa, buying agricultural produce that do not have MSP through special procurement centres have turned a golden chapter in state's history," the letter says, while also pointing out that the centre owes the State  4,724 crore towards paddy purchase.

Of the  8,000 crore paddy purchases in the state, the government has paid  6,000 crore and the balance  2,000 crore is due, the ministers said in the letter.

"The Chief Minister has also directed to clear the dues even if we have to borrow, we released the balance amount as well. Here we have to mention that the previous Chandrababu Naidu government has evaded  960 crore dues to farmers in an irresponsible manner, just before elections."

 
 

The previous government reportedly did not clear dues mounting to  40,000 crore to contractors, besides  2.5 lakh crore loans thrust on the YSRCP government, they said.

Amaravati, Mar 16 (PTI) The Andhra Pradesh Assembly today passed a resolution thanking the Central Government for approving a special economic package for the state.

There was, however, acrimony between the ruling Telugu Desam and the lone opposition YSR Congress on the issue with the latter castigating the former for failing to secure special category status (SCS) for the state.

Chief Minister N Chandrababu Naidu, though, said every benefit that would have come under SCS would accrue through the special economic package.

Union Finance Minister Arun Jaitley announced the package in September last and since then the state government had been demanding the Centre accord "legal sanctity" to it.

With the Union Cabinet finally approving the package last evening, an elated Chief Minister tabled the resolution in the Assembly expressing gratitude to Prime Minister Narendra Modi, Jaitley, Union Ministers M Venkaiah Naidu, P Ashok Gajapati Raju and Nirmala Sitharaman, among others.

"This will be the harbinger of development of our new state that suffered heavily due to the irrational bifurcation," Chandrababu said.

 

He went on to speak elaborately on the Polavaram multi -purpose irrigation project for which the Centre agreed to bear 100 per cent of the cost. "There is a conspiracy to see that the project doesn?t progress. We will thwart all such efforts and complete the project in time."

 
 
 

A remark by the opposition members when the CM was reading out the statement caused commotion in the House.

Legislative Affairs Minister Yanamala Ramakrishnudu said the word used by the opposition was "unparliamentary" and accordingly Speaker Kodela Sivaprasada Rao said it would be expunged from the record.

After a heated debate in which Leader of Opposition Y S Jaganmohan Reddy accused the government of hoodwinking the people on the special category status issue, the House passed the resolution expressing gratitude to the Centre.

The House was then adjourned till Monday.

Earlier in the day, the YSRC forced adjournment of the proceedings twice for ten minutes each on the Polavaram project and weavers? problems during Question Hour.

Opposition members rushed into the Well of the House and disrupted the proceedings, not satisfied with the governments response.

Meanwhile, the Committee on Privileges tabled a report on its inquiry into a complaint against YSRC MLA R K Roja. The panel recommended suspension of Roja from the House for one year over her remarks against TDP MLA Vangalapudi Anita.

The committee left the final decision to the House. The issue could not be taken up today since Roja was not present in the Assembly.

2017 lo...15th financail commission special status ki hand ichhindhi...daani tarvata...special package annaru...but akkada special gaa emi raaledhi...
