They do whats best for company finances. Of course they make statements to support their views.

maa org lo ikkada cutting positions and no back fill if some one leaves ..india lo full hiring and replacing lost resources here with more ppl there as it is cheaper to hire resources there ani ..Jp Morgan ceo recently said india full growing and they would be interested to make india aa hub ani ..general corporate cost cutting strategy

my wifes team lo okkaru vellipothey usa lo aithey backfill ki one head count, india lo aithey 3 ani chepparu. They went for 3 in india.
