At the end of the day, its a business for everyone selling rice. Of course if rice is banned, and there is shortage of supply, Rice prices will rise. 

Even if there is no shortage of supply, distributors or traders will try to create shortage by stocking. Of course its illegal and can get jailed if caught, but many still do.
