Shuttle unte fine but will check. public transportation is not good as you have to change to a bus from train to go to LGA from JFK ... better take airport shuttle bus ... costs $25 per person ... or take cab costs $150 together ... that being said ... 3.5 hour window is not enough ... as immigration itself takes 3-4 hrs !!
