there are many reasons bro... 

basic ga GC quota is country wise. if not filled by some country, then it will be in general pool and will be allotted to india, china etc. 

- some ppl will not use their petitions to get GC

- some will port from EB3 to EB2

- there might be multiple filings... but final ga he will only get 1 GC.

- family may apply independently, but if I gets, then everyone move to that GC.
