USCIS not accepting expert opinion letters for H1B RFE/Extension

USCIS started disregarding expert opinion letters stating the following:

• The expert did not physically visit the beneficiary’s work site
• Experts do not observe the duties performed by the beneficiary
• An academic’s evaluation does not support work performed in the industry. Hence, the expert does not posses sufficient knowledge to provide an accurate evaluation
• Expert opinion weighs on information provided by petitioner(which can be overstated)
• The evaluator does not provide cite evidence through research

what are those statement means (a Bull of crap) . that means if i can get a letter from my couluge is that good enough. because he will be always in worksite and knows what i am working on (what a kinda school kids rule)

instead of passing these many stupid rules , why don't they just reject it and say you should not appel again. MF's
