ofcourse bro... the rule is already there but there were some petitions saying about the inner meaning of the  wording of that rule/policy... they can enforce without rule making ..

nee petition direct ga 10 plus ani reject cheyyalsina avasaram ledu.. they have 100 of other rules that can easily reject any application and with reasoning... only thing is they dont enforce lot of rules coz of their lazyness or easyness..
