Transportation issues baa... also states are not releasing the Oxygen cylinders to other states .. can be fear of shortage or fear of loosing power in their own ground etc.

The only thing they need to learn is how to setup the factories fast... Delhi, Maharastra & Gujarat administration never maintained the emergency protocols or designed the emergency protocols....

Andhra, TN and Kerala had them due to prior experiences.. during emergency period Indira Gandhi shorted the supply of food & medical aid to south states that time the govt's decided to have their own emergency protocols in place on how to setup a factory in case of shortages, setting Oxygen factory was also in the list... I think the state dept. health officials are in charge of this , these Govt's should contact them to setup the oxygen manufacturing factory...

India is a large country. There will be a third and fourth wave too.
