The only country which can make this kind of projects success is CHINA. But then China operates with totally different set of parameters. They have both men & material at their disposal. South Korea to some extent also can do. Japan, though successfully built in 1960s, cannot repeat this in its current state. UK & EU -> Forget them, as they cannot build anything Mega now with its ageing population and declining GDPs. USA-> They do not even think about it.
