Short answer our genetic predisposition. India faced lot of droughts in the past both natural and man made and a constant onslaught of invaders. This made the population starve. India has had food surplus only after green revolution. The generic predisposition has been altered permanently because of the past and resulted in body trying store excess carbs in the bellies. Food surplus has also pushed us to consume more carbs and refined carbs with little expenditure as we moved away from manual labouring. End result = Bellies.

Chinese eat a lot of rice. Japanese, Koreans, Vietnamese all eat a lot of rice, but you don't see as many potbellied men from those countries. Why so?

ask them what kind of rice they are eating and what kind of rice we r eating and the quantity ..

max one bowl (200gms) minchi tinaru... where are as us.. we eat three courses with rice (dhal, rasam and curd) in addition to Biryani if possible. Also we add lot more calories per day by adding other items like papad, a deep fry or a shallow fry.

Most of the Chinese dishes are deep fried but they soak in hot water immediately to remove the excess oil. In India i see this North Karnataka, Some Part of Kerala, North East states.

Possibly Indians on an average eat about 200g, not more than too way more than any oriental.

You are talking as if same Indian will be eating  rasam and Biryani same day to the same extent. No, it doesn't work that way.

On an average pot bellies increased in Andhra, followed by telangana due to consumption of refined carbs which comes from double polished white rice, use of flour and deep fried carbs from seed oils most of which are post green revolution phenomenon which again is due to predisposition. Some genotypes within the sub continent don't just put as much belly e g., haryanvis and punjabis. Btw., they eat rice too. That's basmati though.

Adaptation triggers changes in the predisposition as well. It's just that it takes time from a evolutionary stand point. May be two or three generations down the line men from India may get develop pot bellies as much.
