i report to a senior director who is very technical, did c++ code long time back. sometimes still codes. my previous company had a director who is now vp who did spring cloud microservices implementation in ~2017.
 just because you are a manager does not mean you stop learning. manager or sr. manager should definitely be technical.  as you go higher up the chain you have bigger things to worry about. so you will have less time to be hands on.
