If a professional writer visits US on B1. Take pictures, notes of the visit and publish a book on his travel experience after going back to India, does it considered as he worked in USA?

Yes. I know  

I understand why their visa is rejected. If their primary purpose of visit is youtube videos, they come more in the category of document/film makers, not tourists.

But if someone makes money through Vlogs/Blogs using the information (videos) they have collected during the visit (i.e visit being their primary purpose) could be legal.
