WTF..!! As far as I know, Center has absolute judisction and plays the role of the big brother and states have limited authority and acts as Center’s implementing partner. Ikada uniformity ekada sachindi ? When a Union makes a law, it’s applied all over the country and when a state does, it’s not the same. 

Like said earlier, Legal frame work does not work according to individual’s imagination.

There is a difference between system and entities that run the system. Are you trying to draw parallels ? As far as I know, both are different. System is permanent and entities that run the system is not…

Bog brother isn’t ordering you anything, just directing the states. I don’t see the concept of ‘obey’ here. Last time when I checked, the states are not independent and part of the union.
