Friend issue with New home closing

Builder Initially told the house construction will take 12 months.

But Builder completed build in 7 months and asking my friend to confirm the closing date.

He initially through 12 months can be leveraged to adjust finances but 7months .. he is only able to pay 10% down payment and Interest rate is also high antunnadu..

he is enforcing ba.. he gave 3 dates and asking friend to confirm one of them.
