It's simple.TDP did strategic mistake by trying to implement the same schemes of Jagan in a more grand manner (including volunteers). This is nothing but passively acknowledging the popularity of Jagan's schemes. 

Typically, incumbent government will not see much resentment unless they do something ridiculously stupid, which was the case with Baboru in the form of Bramaravathi real estate

 Lastly, the alliance is appearing as if everyone has ganged up on Jagan, and those beneficiaries of his schemes view this with suspicion and are inclined to rally more hard behind Jagan than voting Baboru and his kootami, which doesn't have foundational strength and fissures are clearly visible for everyone.
