That was also in a partial response to banning Indians on TN. Canadians of Indian origin can't be banned unless US blanket imposes trade blockade on Canada. You don't need a Green Card necessarily to live and work in the US or even establish a business being a Canadian. For Indians on H1B it's slightly different story as you cannot have an H1B for more than 6 years so you have to force apply for a Green Card. 1 Quote
