Fity-one-year-old David Coleman Headley, formerly known as Daood Sayed Gilani, is a Chicago-based Pakistani American, who conspired with Lashkar-e-Taiba to launch the 2008 Mumbai attacks and other terrorist activity. Others including Hafiz Saeed were not arrested by Pakistani authorities despite India's repeated pleas.

India has said the United States authorities have shared significant information about the 2008 terror attack and Headley's role in it. The US has assured India that it would get "full access" to question Headley in the United States.
