Fate of aircraft frigate unclear as Defence Ministry is yet to decide on proposal

As it entered its last day in service on Monday after three decades of sailing, oldest aircraft carrier of the Indian Navy INS Viraat 's fate remains unclear as to whether it will be converted into a luxury hotel or will it head to the scrapyard to be broken up.

The Defence Ministry is yet to take a decision on a proposal from the Government of Andhra Pradesh to convert it into an entertainment hub in Visakhapatnam through a joint venture with the Government of India.

The Navy is keen on an early decision to avoid INS Viraat meeting the same fate as its predecessor Vikrant, which eventually went to the scrapyard.

 

Ministry’s call

Responding to a call from the Defence Ministry last year to all coastal States to put forward proposals on INS Viraat, A.P. has proposed to convert it into an offshore luxury hotel and build a Marina along with an entertainment zone around it. The proposal was communicated to Defence Minister Manohar Parrikar by A.P. Chief Minister N. Chandrababu Naidu.

VIRAAT41The Navy had maintained Vikrant, India’s first aircraft carrier, at Mumbai for 17 years as various proposals to convert it into a museum went back and forth unsuccessfully before the ship was eventually sent to the scrapyard in 2014. The Navy has also stated that it cannot keep the Viraat indefinitely as it would block space in the dockyard.

In a follow-up to this, Mr. Naidu, in February-end, wrote to Urban Development Minister M. Venkaiah Naidu and Tourism Minister Mahesh Sharma for an “in-principle” approval to set up a special purpose vehicle (SPV) to execute the project.

Mr. Naidu has stated that his government intends to take forward the legacy of INS Viraat by making it a world class project on the lines of other global projects like USS Alabama, USS Constellation, and HMS Belfast.

“In view of above, your intervention is requested in giving an in-principle approval for setting up an SPV with a 50:50 sharing between the Government of India and the Government of Andhra Pradesh so as to take forward the prestigious and unique project at Visakhapatnam, which is fast becoming a prominent destination for foreign tourists,” Mr. Naidu requested the Union Ministers in the letters dated February 27.

The overall project is expected to cost about ₹1,000 crore and is estimated to entail an annual maintenance of ₹150 crore.

 Indian Navy's oldest warship INS Viraat retired today after nearly six decades in service. Amid various proposals for the ship's future after retirement is to sink it and convert it into a major tourist attraction for divers, Navy Chief Sunil Lanba told NDTV on Monday.

The INS Viraat, the former HMC Hermes of the Royal British Navy, was built during World War II and joined the Indian Navy in 1986.

Admiral Lanba said INS Viraat would not be headed for the scrapyard before four to six months. "I have some other proposal in my mind, which I will put forward and see what happens," he shared.

"One proposal could be that we convert her into a marine museum by taking her to one of our major tourist harbors and sink her in the water and make her into a dive site... where some aircraft carriers have been put to rest also... and she would be there as a legacy."

If no buyer is found for the ship in four months, he said, it will be broken and sold for scrap. "It depends on who bids and gets the contract," said the Navy Chief, asked how soon the ship could be headed to Alang in Gujarat to be scrapped.

The Andhra Pradesh government had proposed the idea of converting the old ship into a museum, but the project will cost almost Rs. 1,000 crore.

Sea Harrier fighters, Sea King and Kamov helicopters took off from the ship, which has sailed nearly 11 lakh km, enough to cover the globe 27 times.

INS Viraat played a major role in 1989 in the Sri Lankan peace keeping operation and was also used during the Operation Parakram after the 2001 parliament attack.

At the solemn decommissioning ceremony in Mumbai, many of its former commanders were present.

In the heart of the old steam ship, temperatures often rose to 60 degrees during operations, said officers. This part of the ship was constructed before the Second World War and mostly remains unchanged even decades later.

అమరావతి, మార్చి 7 (ఆంధ్రజ్యోతి): రాష్ట్రంలో పర్యాటక శాఖను అభివృద్ధి బాట పట్టించేందుకు చంద్రబాబు ప్రభుత్వం వినూత్న నిర్ణయాలు తీసుకుంటోంది. ఏళ్లుగా రక్షణ శాఖకు సేవలందించిన యుద్ధ విమానాలు, యుద్ధ నౌకలను రాష్ట్రానికి తెప్పించి ప్రత్యేక ఆకర్షణగా నిలిపేందుకు యత్నిస్తోంది. ఇప్పటికే సేవల నుంచి విరమించిన యుద్ధ విమాన వాహక నౌక ఐఎన్‌ఎస్‌ విరాట్‌ను మెరైన్‌ మ్యూజియంగా మార్చి విశాఖ తీరంలో నిలపాలని కేంద్రంతో సుదీర్ఘంగా చర్చలు జరుపుతోంది. ఇదే బాటలో ఇప్పుడు తాజాగా ప్రతిష్ఠాత్మక యుద్ధ విమానాన్ని రాష్ట్రానికి రప్పించేందుకు పర్యాటక శాఖ ప్రణాళికలు సిద్ధం చేస్తోంది. భారత బలగాలకు దాదాపు 30 ఏళ్ల పాటు సేవలందించిన యాంటీ సబ్‌ మెరైన్‌ విమానం ‘టీయూ 142’ డీకమిషనింగ్‌ను ఈ నెలాఖరులోపు నిర్వహించేందుకు భారత నేవీ నిర్ణయించింది. ఈ నేపథ్యంలో దీనిని మన రాష్ర్టానికి తీసుకువచ్చి పర్యాటకులకు అందుబాటులో ఉంచాలని ప్రభుత్వం భావిస్తోంది. ఈ మేరకు ఐఎన్‌ఎస్‌ విరాట్‌తో పాట టీయూ 142ను తమకు అందించాల్సిందిగా కోరుతూ సీఎం చంద్రబాబు.. రక్షణ శాఖకు లేఖ రాశారు. దీనిపై రక్షణ శాఖ ఇంకా ఎలాంటి నిర్ణయం తీసుకోలేదు. ప్రస్తుతం తమిళనాడు అరక్కోణంలో ఉన్న దీనిని ఏపీ తరఫున ఒక కమిటీ సోమవారం పరిశీలించింది. దానిలోని ప్రత్యేకతలను గుర్తించి.. ప్రభుత్వానికి నివేదిక సమర్పించింది. రక్షణశాఖ ఆమోదం తెలిపితే కేవలం నెలరోజుల్లో ఈ ప్రతిష్టాత్మక యుద్ధ విమనం రాష్ట్రంలో ల్యాండ్‌ అవుతుంది. అన్ని అనుకూలిస్తే విరాట్‌తో పాటు దీనిని కూడా విశాఖ తీరంలోనే ప్రత్యేక మ్యూజియంగా ఏర్పాటు చేయాలని ప్రభుత్వం భావిస్తోంది. రక్షణశాఖ నుంచి ఆమోదం లభిస్తే ఆర్‌కే బీచ్‌లో ఏర్పాటు చేయాలా.. కైలాసగిరిలో ఏర్పాటు చేయాలన్న దానిపై పర్యాటక శాఖ అధికారులు ఆలోచన చేస్తున్నారు. నేవీ అధికారులు మాత్రం ఆర్‌కే బీచ్‌లో ఏర్పాటు చేస్తే బాగుటుందని ప్రభుత్వానికి సూచించినట్టు సమాచారం.
టీయూ 142 విమానం ప్రత్యేకతలు 
టీయూ 142ను 1972లో రష్యా తయారు చేసింది. 1988లో రష్యా నుంచి భారత దీనిని కొనుగోలు చేసింది. దేశంలో ఏ విమానం సాధించలేని ఘనత టీయూ 142 సొంతం. 30 వేల గంటల పాటు ఆకాశంలో ప్రయాణించిన ఈ విమానం ఒక్కసారి గాలిలోకి వెళ్తే సుమారు 10 గంటల పాటు ఆకాశంలోనే చక్కర్లు కొట్టగలదు. ఆకాశం నుంచే విదేశాలకు చెందిన సబ్‌మెరైన్‌లను గుర్తించి దాడి చేయగలదు. గాలిలో ఉండగనే ఇంధనం లోడ్‌ చేసేకునే అవకాశం కూడా దీనిలో ఉంది. కార్గిల్‌ యుద్ధంలో కీలక పాత్ర పోషించింది. మరోవైపు అత్యంత వెడల్పు, పొడవు, ఎత్తయిన విమానం కూడా ఇదే. ఇది 53 మీటర్ల పొడవు, 50 మీటర్ల వెడల్పు, 12.6 మీటర్ల ఎత్తు ఉంటుంది.
