11/02/2017: Late New York City Terror Attack Produces Diversity Visa Immigration Lottery Program in Jeopardy

• For the last several years, whenever there were proposals for comprehensive immigration reform legislation, DV program had been under constant attack in the Congress. Even as late as in the 115th Congress, there have been introduced and pending several legislative bills to eliminate DV immigration program. DV immigration program was introduced to the immigration statute allegedly to achieve a balance among different ethnic and nationals in immigration system, but there are growing concensus even among Democrats in the Congress to eliminate this immigration route, leading to a time of trial for this immigration program. The late New York City terror attack just added a gasoline to the burning fire. It is hoped that the ongoing FY-2019 DV Lottery Program will not be recorded in the history book of this country as the last DV immigration.
