Delhi is already a state...but unlike other states, Delhi CM does not have complete powers like other CM have...because, New Delhi which is capital of India, is completely under defence control, and owint to major administrative establishments and other regional interests present in Delhi, The Delhi CM does not have control over internal affairs, law and administration, and other key security arrangements. 

In simple worlds, Delhi police is controlled by union home ministry but not by Delhi Home minister, Infact Delhi dosent have a home ministry...Delhi ni complete statehood cheyalante, defence ministry odu urkichi urkichi kodtadu...delhi airport passenger terminal is also attached to an air force base...india gate is also managed by army...lutyens zone and parliament, north and south blocks...ila major establishments motham defence control la vundi...

Delhi ki complete statehood isthe, TG bhavan and AP bhavan kuda adukkovalsi vastadi prati chinna daniki....
