More than good or bad time, do a rent vs buy analysis. Many calculators available, you can google for it.

20% preferable if you can swing the cash for it.

Primarily people look for good school districts for their kids. Also impacts future resale. Other factors that impact a house value maybe transport options, general area safety proximity to major roads etc.

Distance from office depends on the location you are in. In the tri state area distances may be less, but commute time is still more. So look at commute costs and timing.

Also, keep monitoring interest rates. When i was buying, the mortgage company representative suggested we should both monitor the interest rate, as the builder delivery times were kind of slow and lock the rates at the appropriate time. I totally missed out on that, and rates increased by little bit by the time i could lock. Not a big difference in my case, but still its money i could have saved.

For future re-sale / renatal ki school dist. is very very imp. Nuvvu rental house lo unde plan aithe then it makes sense if you are single / newly married or new born kid...other wise for future re-sale point it always safe to look for school dist. 

I agree top school dist. lo chadivinantha maathrana pillalu manchi grades thechukuntaaru ani kaadu....adi okka reason ey kaadu. Usually top school dist. unna areas anni high rents and high priced houses untai...which means families who earn good amount will stay in those area.....ade low school dist. lo lower income families untai...which includes ppl who might have criminal records etc....so alanti families lo perigina kids ela untaro you can guess...and you dont want to put to kid in the same school where their kids are going. Its a bad bad influence on them.

At the same time, top school lo rich family kids unna danger...they buy drugs etc etc and do nasty things which they are afford.

kani desi's usually buy homes in good school dist. and now almost anni top cities lo mana desi kids population baaga peruguthundi anni schools lo.....and usually we do take care of our kids and their education a lot and we always watch on our kids....so school lo majority desi kids unte better....at least mana kid ki bad influence unna friends undaru....I know too many desi kids unte malli India laaga avthundi ani...but end of the day, we want our kids to be good (not just grades....character wise)...dont care if they only mingle with other desi kids...we want them to be safe anthe....adi imp.

how confident you are that if you loose a job you will find one in the same city in 2 to 3 months? (given that you have 3 months emergency fund, which includes your EMI also).  now a days not many employers are sponsoring h1 , so we may end up in contracting which might force you to move out of city. there are people who do job in a different state (and their family stays in another state).

how satisfied are you with your current job? say if you get a promotion and a good opportunity in texas? will you make a move with all the hassle?  

ivanni might cases ee undochu..but try to balance them out and make a decision. at least wife working unna you can get into H4 and get a job; GC unte inka better.

H1s meeda unte buying home ane option koncham hold lo pettadam best given current situations. And the housing market is slowing down, less buyers because of increased interest rates, monne oka agent told, open house ki vellinappudu.
