Naidu ruined finances, says white paper

Andhra Pradesh’s financial position has plunged into huge financial mess in the last five years of Telugu Desam Party regime headed by N Chandrababu Naidu, the white paper released by the YSR Congress party government headed by Y S Jagan Mohan Reddy on Wednesday said.

Releasing the white paper at a press conference, finance minister Buggana Rajendranath Reddy said the new government had inherited a deeply indebted public financial system, empty treasury, and a gigantic debt, apart from unpaid bills amounting to more than Rs 16,000 crores.

The financial situation, as it stands today, stands crippled, the biggest legacy of the previous government.

He said the past five years of mis-governance, financial mismanagement, complete neglect of investment in human and physical capital, coupled with corruption had pushed the state into the dark ages that were never experienced in its history.

“The governance during the past five years was characterised by unbridled greed, blatant corruption, ruthless exploitation of natural resources for private gain, avaricious grabbing of land from small and marginal farmers, especially those from weaker sections, thoughtless and needless environmental destruction, privatisation of public institutions in favour of cronies and friends, failure to create employment for educated youth, politicisation of the government machinery at all levels, complete neglect of farmers, rural areas, youth, weaker sections, minorities, urban areas, and above all, serious mismanagement of the financial system,” Buggana alleged.

He said the new government had inherited a debt burden of Rs 2.58 lakh crore, besides off-budget borrowings of Rs 58,000 crore and outstanding dues of Rs 18,375 crore to power sector, Rs 10,000 crore to civil supplies department and Rs 18,000 crore to other departments.

The revenue deficit of the state which was Rs 16,078 crore during 2014-15 mounted to a whopping Rs 66,362 crore by 2018-19 and the state could get only Rs. 3,979 crore from the centre towards grants to offset revenue deficit, he said.

Reddy said the loans had increased manifold during the previous government which had raised loans for unproductive means and has shattered the financial morale of the state.

The previous government has diverted funds indiscriminately which resulted in huge damage to the financial and operational health of various sectors. 

Funds to the tune of Rs. 4,800 crores were diverted by the TDP Government for the hastily introduced Pasupu Kunkuma scheme and others.

There is also instances of government not releasing budgetary amounts has also become a liability.

“Despite the shoddy financial condition, we will boldly face the situation and go ahead by unwinding the damage strings of the previous government one by one and put the human resources into optimum use to achieve growth,” he said.

ఒక పథకం..అనేక మాటలు! పిల్లలను చదివించుకొనే తల్లులకు చెయ్యందించే సాయంపై సవాలక్ష సందేహాలు! మేనిఫెస్టోలో ప్రకటించినప్పుడు షరతులు లేవు. బడ్జెట్‌లో పెట్టినప్పుడు మాత్రం ‘అమ్మఒడి’కి అడుగడుగునా ఆంక్షలే!

 

 

అమరావతి, జూలై 16 (ఆంధ్రజ్యోతి): అమ్మఒడి నుంచి పిల్లాడు చదువుల బడిలోకి అడుగుపెడతాడు. ఇన్నాళ్లు పాలించిన ప్రభుత్వాలు ఎంతో కొంతమేర బడి బాగోగులు మాత్రమే చూశాయి. అమ్మ ఒడిని పట్టించుకోలేదు. అందువల్లే నవరత్నాల్లో ఒకటిగా, పథకాల్లో ప్రతిష్ఠాత్మకమైనదిగా ‘అమ్మ ఒడి’ని అమలు చేస్తామని ఎన్నికల సభల్లోనూ, సుదీర్ఘ పాదయాత్రలోనూ వైసీపీ ప్రకటించింది. అప్పట్లో వేర్వేరు సందర్భాల్లో ‘అమ్మ ఒడి’పై ఆ పార్టీ అధినేత జగన్‌ చేసిన ప్రకటనలు, బడికి పిల్లలను పంపించే తల్లుల్లో ఉత్సాహం నింపాయి. ఆ ఉత్సాహం ఏమాత్రం తగ్గని విధంగానే తాజా బడ్జెట్‌లో ఈ పథకం కోసం ప్రభుత్వం రూ.ఆరు వేల కోట్లకుపైగా నిధులను కేటాయించింది. ఇంత భారీగా నిధులను ‘అమ్మ ఒడి’కి ఒక చేత్తో చేర్చి, మరో చేత్తో ఈ పథకం అమలుకు కొత్తగా నిబంధనలను విధించింది. ‘పిల్లలను బడికి పంపించే ప్రతి తల్లికీ’ అనే హామీకి ‘తెల్ల రేషన్‌కార్డు ఉన్న..’ అనే షరతును జోడించింది. ‘‘ఆ తల్లికి ఇద్దరు పిల్లలుంటే.. వారిద్దరికీ’ అనే ఉదారత స్థానంలో ‘కుటుంబంలో చదివే పిల్లలు ఎందరున్నా ఒక్క తల్లికి మాత్రమే ఏడాదికి రూ. 15 వేలు’ ఇస్తామని బడ్జెట్‌లో ప్రభుత్వం స్పష్టం చేసింది. దీంతో ‘అమ్మ ఒడి’పైనే ఎన్నో ఆశలుపెట్టుకొన్న లబ్ధిదారుల్లో ఇప్పుడు అంతులేని అయోమయం కనిపిస్తోంది.

 

 

అప్పుడలా..

‘ఒకటి నుంచి ఐదో తరగతి దాకా పిల్లలను తల్లులు బడికి పంపించండి. ఒక్కో పిల్లవాడికి రూ.500 చొప్పున ఇద్దరికి కలిపి రూ.1000 నెలనెలా తల్లికి ఇస్తామని చెప్పండి. ఆరు నుంచి పదో తరగతి దాకా పిల్లలను తల్లులు బడికి పంపించండి. ఒక్కో పిల్లవాడికి రూ.750 చొప్పున ఇద్దరికి రూ.1500 నెలనెలా ఆ తల్లులకు ఇస్తామని చెప్పండి. పిల్లలను ఇంటర్మీడియెట్‌ చదువుకు పంపించండి. ఒక్కో పిల్లవాడికి రూ.1000 చొప్పున ఇద్దరికి రూ.2000 నెలనెలా నేరుగా తల్లులకే ఇస్తామని చెప్పండి’’ అని 2017లో జరిగిన వైసీపీ ప్లీనరీలో అప్పటి ప్రతిపక్ష నేత వైఎస్ జగన్‌ ప్రకటించారు. ఈ లెక్కన ఒకటి నుంచి ఐదో తరగతి వరకు చదువుతున్న పిల్లలకు సంబంధించి... ఒక్కో తల్లికి సంవత్సరానికి రూ.12 వేలు ఇవ్వాలి. ఆరు నుంచి పదో తరగతి వరకు చదువుతున్న పిల్లలకు సంబంధించి, ఒక్కో తల్లికి సంవత్సరానికి రూ.18వేలు చెల్లించాలి. ఇంటర్మీడియెట్‌ చదువుతున్న పిల్లలకు సంబంధించి, ఒక్కో తల్లికి సంవత్సరానికి రూ.24వేలు అందించాల్సి ఉంటుంది. పార్టీ మేనిఫెస్టోలో ఈ సాయాన్ని ‘అమ్మ ఒడి’గా నామకరణం చేశారు. ‘పిల్లల చదువుల విషయంలో ఏ పేదింటి తల్లీ భయపడొద్దు. పిల్లలను బడికి పంపితే చాలు, ప్రతి తల్లికీ సంవత్సరానికి రూ.15 వేలు ఇస్తాం’’ అని అందులో హామీ ఇచ్చారు. కుటుంబంలో ఇద్దరు పిల్లలకు ఇస్తారని ప్లీనరీలో చేసిన హామీ ప్రస్తావన ఈమేనిఫెస్టోలో కనిపించకపోవడం గమనార్హం. ప్రతి తల్లికీ రూ.15 వేలు ఇస్తామని మాత్రం చెప్పారు.

 

 

ఇప్పుడిలా..

2019-20 వార్షిక బడ్జెట్‌లో ‘అమ్మ ఒడి’ పథకానికి ప్రభుత్వం రూ.6455.80 కోట్లు కేటాయించింది. 43 లక్షల మందికి పథకాన్ని వర్తింపజేస్తున్నట్లు తెలిపింది. ఒకటో తరగతి నుంచి ఇంటర్మీడియెట్‌ వరకు చదువుతున్న పిల్లల తల్లుకు ఈ పథకం కింద ప్రస్తుత విద్యా సంవత్సరంలోనే రూ.15 వేల ఆర్థిక సాయం అందిస్తామని రాష్ట్ర ప్రభుత్వం పేర్కొంది. ప్రస్తుతం ఒకటి నుంచి పదో తరగతి వరకు దాదాపు 70 లక్షల మంది, రెండేళ్ల ఇంటర్మీడియెట్‌ కోర్సును సుమారు 10 లక్షల మంది విద్యార్థులు చదువుతున్నారు. విద్యాశాఖ వర్గాల లెక్కే ఇది. ప్రభుత్వమే తేల్చిన 80 లక్షలమంది విద్యార్థుల కుటుంబాల్లో దారిద్య్రరేఖకు దిగువ నున్నవి, అంటే తెల్లరేషన్‌ కార్డు కలిగిఉన్నవాటికే ‘అమ్మఒడి’ అందిస్తామని చెప్పింది. ఒక కుటుంబంలో ఎంత మంది పిల్లలు చదువుకుంటున్నప్పటికీ తల్లికే లబ్ది చేకూర్చాలనేది మరో నిబంధన. ఈ అంశాలను ప్రాతిపదికగా తీసుకొంటే అర్హుల సంఖ్య 43 లక్షలకు తగ్గుతుంది
