I485 apply cheste EAD vastadi. But I485 apply cheyyalante visa numbers available undali kada. This is never going to happen but lets assume, in the first year of transition period when ROW gets 15%, that is 21000 Gc visas, if 30000 ROW apply for EAD, where are they going to get those additional 9000 visas from? Teesi dustbin lo vestadi USCIS.

already USCIS implemented something like this already. Filing date and Final action date. Filing date current aithe you can apply 485 and you will get EAD/AP. 

In this bill they are trying to change the law to give EAD/AP .. I don't see any problem.

Filing date lo ne kada I485 file chestaru. Then only that visa number if available will be assigned to you. Asalu visa number lekapothe etla assign chestaru. Anduke filing date and final action date don’t have much difference.

Visa numbers penche varaku idi work out kani problem. Yenni bill lu pettina kottukovatame inka. That too India nundi h1b aagadu every year 60K easy add avtharu.

Ade cheptunna. Implementing this is impossible. Cis vaadu technicality cheppe varaku veellaki bulb velagademo. Same thing happend to I140 EAD 5 years ago.

Same way 2011 lo 2010 daka move chesaru kada even though visas are not available and chala mandhi waited on EAD/AP or still waiting .. same atlane istharu

And then it all retrogressed coz they cannot do that with priority dates. They will not do the same mistake again. They will be in visa debt forever.

Pass avadu definitely due to 50% clause and even if it passes there is no scope for it’s implementation. So chill.
