Only people working with active patients wear it. You can't just buy  N95 masks and wear it. You have to be fitted to wear it, otherwise you can't breathe very well, or virus can reach your nose if not fitted to your face.

Other than N95 mask, no other mask will prevent virus from reaching you if it's an aerosol, so all other kind of masks are useless. Most healthcare workers work with paper masks for other reasons and you hoarding normal masks will prevent them from having masks.

N95 Respirators Not for Use by the Public

For the general American public, there is no added health benefit to wear a respiratory protective device (such as an N95 respirator), and the immediate health risk from COVID-19 is considered low.
