IAS IPS లాంటి అఖిల భారత సర్వీసుల జీతాలను cutdown చేయటం చాలా తీవ్రమైన విషయం. వారికి జీతభత్యాలకు సంబంధించిన విషయాలు స్టేట్ సబ్జెక్ట్ కాదు. కేంద్ర విషయాలకు సంబంధించి రాష్ట్రం ఇలాంటి చర్యలు తీసుకోవడం చాలా తీవ్రమైన విషయం. ఇది రాజ్యాంగ స్ఫూర్తికి విఘాతం. 2.) అంతే కాకుండా... ఇలాంటి చర్యలు సగటు ఉద్యోగుల జీవించే అవకాశాలను కూడా తీవ్రంగా దెబ్బ తీయడమే. ఆర్టికల్ 21 కు ఈ నిర్ణయం విరుద్ధం. 3). జీతాలకు సంబంధించిన ఒప్పందాలన్నీ కూడా ఒక ఎంప్లాయర్(Govt is an Employer) గా ఏకపక్షంగా ఎప్పుడంటే అప్పుడు తగ్గించేందుకు వీలు లేదు. 4.) దేశంలో ఆర్థిక అత్యయిక పరిస్థితి ఏర్పడిన సందర్భంలో మాత్రమే కేంద్ర ప్రభుత్వం ఇలాంటి నిర్ణయాలు తీసుకోవచ్చు. అప్పుడు State Subjects అన్నిటి మీద కేంద్ర ప్రభుత్వానికి సంపూర్ణమైన అధికారాలు ఉంటాయి. రాష్ట్రాలు నామమాత్రం. Under Article 360 of the Indian Constitution President can impose financial emergency if he is satisfied that a situation has arisen due to which financial stability or credit of India or any part of it is in danger.
