matter enti ante, under emergency declarations US constitution gives him a lot of power to do on various things such as waiver of some laws, or to by pass congress on appropriation of funds and or immigration and foreign policy.

why is he doing this ? 

because now democrats by default will cry foul and start arguing how important is immigration to the US and will probably vote in Congress to condemn him. Which puts purple district democrats with whom Nancy Pelosi won back control of Congress are put on a thin ice and gives their contestants an opportunity to argue that they side with immigrants rather than their own even when they all are unemployed and struggling. 

Biden thatha will come out against this and Trump thatha will go bananas on the priorities of Democrats even under this stressful times and economic hardship. 

He is digging a grave and Democrats are falling right into it.
