Background

Senator Durbin and a few other senators have introduced the Healthcare Workforce Resilience Act (HWRA), which will recapture unused green cards from previous fiscal years and give those green cards to doctors, nurses, and their families.  Senator Durbin has assured his supporters that this bill will be in the next Cares Act that goes to the President for signature.

Immigration Voice’s position on the HWRA ACT 

While the concept of this bill will help some of our members who have sacrificed their safety and have risked their families’ lives and immigration status to be on the front lines helping sick Americans—all of our members, including our doctors and other healthcare professionals, vehemently  oppose any changes to the employment green card system that do not also end the discriminatory allocation of employment-based visas to all green card recipients.  A person’s country of birth has nothing to do with their merit, their worth, their value, or their skill.

That is why we oppose the passage of any version of the HWRA that does not include the elimination of per country limits from the green card system.  Senator Durbin should keep his word to us and include his compromise into the HWRA.  His failure to do so shows us that he was never serious about ending discriminatory per country limits.

Passing the HWRA without eliminating per-country limits for all green cards would be the modern day equivalent of  desegregating only medical schools and not all schools. It is morally and legally reprehensible, and it is why the HWRA does not include per country limits for the recaptured visas.  
Congress must do the right thing. Not just end discrimination against doctors - but also against the bio-engineering researchers seeking cures, the artificial intelligence designers developing computer software to identify existing medicines that can treat COVID, the software engineers allowing creating video-conferencing software, and all of the other COVID-heroes.

Subject: “Registering opposition to the Healthcare Workforce Resilience Act in its current form”

Dear {First_Name_of_Staffer}

My family and I live in the State. We are deeply troubled by the HWRA bill in its current form and I am writing to register our opposition to the bill in its current form. 

For a quick background - a bill to eliminate the discriminatory per-country caps on employment-based green cards, bill H.R.1044 passed the House on July 10, 2019 with a 365-65 vote, including 224 Democrats and 140 Republican House members voting yes. Nevertheless, Senator Durbin has blocked this bill from passing in the Senate despite it being supported by every other Senate Offices. 

In December 2019, Senator Durbin said that he had agreed to language that would allow the per-country bill to pass and would seek to pass the bill as soon as possible.   This was a very positive step at the time, but the bill has not yet passed.

Now, Senator Durbin and a few other senators have introduced the Healthcare Workforce Resilience Act (HWRA), which would recapture unused green cards from previous fiscal years and give those green cards to doctors, nurses, and their families.  Senator Durbin has assured his supporters that this bill will be in the next Cares Act that goes to the President for signature.

Notably, knowing that per country limits are simply morally and legally indefensible, the HWRA exempts the recaptured visa from per country caps.

While the concept of this bill will help some of our members who have sacrificed their safety and have risked their families’ lives and immigration status to be on the front lines helping sick Americans—all of our members, including our doctors, vehemently oppose any changes to the employment green card system that do not also end the discriminatory allocation of employment green cards for all green card recipients.  A person’s country of birth has nothing to do with their merit, their worth, their value, or their skill.

This bill by durbin is a ploy to divide-and-rule, which is exactly what you are doing by falling in his trap. This HWRA bill cannot pass anyways even if we wanted. House already refused to add it in the House version of the bill, which includes every Democratic priority with COVID-19

So when House Ds refused to add it to the House bill, is that not sufficient indicator about the chances of this HWRA bill?

This pseudo strategizing will not help anyone. We could sit here all day and have intellectual discussions about which Senator can do what but at the end it doesn't move an inch of our bill. But follow these AIs religiously and we will have a fighting chance regardless of how crooked Durbin is.

These AIs are not just for the folks who visit these groups. There are many folks out there who follow IV closely but needs spoon feeding. Please forward this to friends/family and follow up until they send the emails
