Not sure about south but at least in the north like Delhi area, govt was providing shelter and food/ration to everyone to prevent dearth. What work would they do after reaching their native villages?

Laborers are stronger - they can do > 500 KM.

They can do > 120 KM per day on a bicycle.

But it becomes a challenge when they have little kids.

(I was saying before - some of these people could buy cheap used bicycles instead of walking slowly and risking their lives from hunger)
