May be they are  giving RFEs and spending more time to process RFE responses. As there is no fees to process the response for RFE , USCIS may be out of funds. 

 

They also may have sent so many people on H-1B and other visas back to their home countries via rejections over the last 3-4 years and so less revenue from that aspect as well
