well not true always tho... 

there are lot of statements to add to this before we say something sound like this. Its just not one way, there are many things need to be discussed... like racism, or the history of this country back in those years, 

how detroit was back in 1960;s and 1970's, no cop never dared to enter detroit back in those days even if you'd have dialed 911 because of lot of shots, they used to say that a cop never returned back once stepped in det mile 8 hoood.
