Looks like every party is responsible.

- Govt and officers who provided permission to convrt the hotel to Covid centre.

- Muncilpal and fire departments for lack of meaningful inspections and letting the hotel to continue without proper fire safety measures

- The hotel owners

- Ramesh hospital for joining the patients without looking into problems that the hotel has.

But Govt and police dept is after Ramesh due to caste politics. Everyone who is responsbile should be arrested including Dr Ramesh or his staff.
